Lee’s Summit Housing Authority is seeking a dynamic Executive Director to lead all aspects of the organization, including the administration of current programs, development of new housing options, and financial management. Established in 1967 and governed by a five-member Board of Commissioners, Lee’s Summit Housing Authority (LSHA) has 116 Public Housing units, a 649 base-line Housing Choice Voucher (Section 8) program, and an administrative budget of $750,000.

The LSHA is run by a staff of five (including the Executive Director) and a maintenance contractor. The five-member board is appointed by the City Mayor.

The top priority for the Executive Director is to grow the number of affordable housing units, work in partnership with local city leaders, understand the inner workings of the Housing Authority and ensure the current housing complexes are fully maintained.

This challenge and opportunity requires significant effort toward partnerships in local government, private real estate, HUD, and citizen stakeholders. The LSHA needs to be a city leader in housing planning discussions while managing its current programs and properties.

Position Summary

The Executive Director of Lee’s Summit Housing Authority is charged with leading a Public Housing Authority in a rapidly growing suburban community. As the chief executive officer and the face of the organization, the Executive Director will lead the organization in securing more housing in Lee’s Summit in keeping with the mission to: “advocate for affordable housing and respond to unmet housing needs through new construction, restoration of existing assets, and the pursuit of new development opportunities and partnerships.”

Principal Responsibilities

  • Leads the LSHA in planning and implementing new affordable housing solutions.
  • Keeps the Board of Commissioners informed and reports directly to them. Executes the decisions and policies of the Board of Commissioners.
  • Management of all Housing Authority activities as outlined by the Board of Commissioners, State and Federal Legislations, Statutes, and the United States Department of Housing and Urban Development Regulations.
  • The Chief Administrator with responsibility for planning and administering all phases of the Authority’s daily operations.
  • Directs the development and administration of all budgets in compliance with all HUD, State and Federal Regulations.
  • Maintains 116 housing units, Modernization Programs, and HUD reporting systems.
  • Plans, organizes, coordinates and maintains supervision and program integrity of 649 base-line Housing Choice Voucher Section Eight Program.
  • Develops and submits applications to Federal, State and local agencies for new and or continuing funding. Implements new programs and changes in existing programs as required by law and regulations.
  • Maintains liaison with officials of HUD, FHEO, Federal, State and local municipality officials, business leaders and developers, community agencies and contiguous housing authorities to promote understanding and cooperation.

Qualifications and Requirements 

  • Experience and skill in working with a community board of directors.
  • Passion for providing affordable, inclusive housing to all citizens.
  • At least seven years of experience of responsible administrative experience, preferably in affordable housing, local government or related fields. Previous public housing agency experience is preferred.
  • Excellent coalition-building skills and previous success in establishing partnerships with individuals and organizations of influence, including civic leaders, state, federal and local officials, nonprofit agencies, and for-profit entities.
  • Ability to build strong collaborative teams and actively engage with staff. Demonstrated appreciation for staff, solicitation/incorporation of their input, and a positive working environment.
  • Sound and pragmatic managerial ability. An astute manager who can set clear priorities, delegate, solve problems and make timely decisions.
  • Strategic thinking and vision. The vision and strategic thinking to perceive opportunities for growth and improve the efficiency, quality and costs of LSHA services.
  • A history of successfully generating new revenue streams and improving financial results.
  • Strong financial management skills.
  • Change agent – effective leadership with the ability to “bring others along.” Can motivate and influence individuals and groups.
  • Outstanding presentation and communication skills. The experience and natural ability to be an articulate spokesperson, relationship builder and organization champion.

Salary and Benefits

The Executive Director is a full time, salaried, professional position located in Lee’s Summit, Missouri. Employees enjoy a benefit package including health insurance, paid time off, and retirement plan contributions. The salary range for this position is $90,000 to $105,000.
