Job Description

Metro’s Housing Department is hiring for two (2) Program Managers to join the team. These roles will be an integral part of the Regional Capacity Team. This team is tasked with redefining how we tackle and develop programming to strengthen and expand the region’s ability to deliver effective and lasting solutions to homelessness.
We are looking for two dynamic Program Managers who are ready to lead the charge in creating innovative initiatives and hosting engaging events that empower our community for real change. One Program Manager will be responsible for developing and implementing technical assistance programs that give our frontline, direct service workers the tools they need to make a difference. Meanwhile, the other will focus on creating training strategies that help our region’s providers grow, learn and deliver services at a scale that helps thousands of people become stably housed. Together, we’ll work closely with stakeholders and partners to make a real impact. This isn’t just a job—it’s a chance to be part of something bigger and make a difference in people’s lives.

As a Program Manager you will:

  • Lead the conceptualization, launch and management of assigned innovative program area (technical assistance or training) with senior management, aimed at enhancing technical assistance and training to ensure widespread access to secure housing solutions.
  • Take ownership of program planning from inception to completion, including drafting and monitoring timelines, deliverables, and metrics for success.
  • Develop and implement standardized systems, and guidelines for the delivery of technical assistance, trainings, and all initiatives to ensure consistency and quality across non-profit service providers and jurisdictional partners.
  • Foster and maintain strategic relationships with key stakeholders, including homeless service providers, people with lived experience of homelessness, and jurisdictional partners.
  • Drive and create ongoing strategic engagement initiatives, orchestrating community engagement summits, stakeholder roundtables. Present to legislative bodies and advisory committees.
  • Conduct ongoing evaluation of program effectiveness, identifying potential obstacles to achieving desired outcomes and recommending strategic adjustments as needed.
  • Propose and oversee program budgets, subjecting them to review by manager and directors to ensure prudent financial management.
  • Develop, launch and administer procurements, solicitations and requests for proposals.
  • Develop scopes of work with contractors, and manage contracts, in support of strategic goals.
  • Develop and exercise diligent oversight of grant programs in assigned areas of responsibility. Monitoring for compliance with grant conditions and terms, maintain intake and accountability procedures, evaluate grants for program applicability, maintain grant records, and/or perform other related activities.

  • Demonstrate strong written and oral communication skills, effectively conveying ideas and information with clarity and professionalism.
  • Strong leadership and means to deliver on deadlines amidst competing priorities and sometimes unpredictable work environments.
