Job Description

Job Summary: Assists in providing strategic consulting services to Public Housing Authorities (PHAs) and affordable housing developers for transactions involving, Rental Assistance Demonstration (RAD) Program conversions and/or HUD’s Special Application Center (SAC) to optimize the repositioning and preservation of affordable housing throughout the United States. This position can be located in the Midlothian, VA or Denver, CO offices or remote. 

Essential Functions (and other duties may be assigned as required): 

  • Perform analysis based on information collected from PHAs including financial data and physical requirements to determine the feasibility of converting a single project or a portfolio of projects under RAD. The analysis will consider all HUD programs available to PHAs to improve the viability of the transaction. 
  • Create asset repositioning strategy for each PHA client by assessing their long-term goals and mission; consider impacts to the residents, staff, Board of Directors, and organization overall. 
  • Establish a strategic planning process to determine transaction timelines. Considerations include transitioning from Public Housing to Section 8, Section 18 Demolition-Disposition, the use of low-income housing tax credits (LIHTC) in the development process, and others. 
  • Liaise between the PHA, HUD and other members of a development team. Manage relationships with various stakeholders, including clients, staff and various entities involved in the transactions. 
  • Assist PHAs in completing their SAC or RAD applications and provide guidance throughout the process. Coordinate project meetings and provide administrative support necessary to move projects forward and resolve barriers.  
  • Take an active role in writing, editing and organization of RAD Financing Plan submission requirements. 
  • Work with Consulting team, HPS directors and others to facilitate the growth of the Consulting team. 

Knowledge, Skills and Abilities:

Minimum: 

  • Bachelor’s Degree in Accounting, Real Estate, Finance, Urban Planning, Public Policy, Community Development, or a relevant field; a combination of education and professional experience in affordable housing, community development, or public policy will also be considered. 
  • Considerable experience working with the U.S. Dept. Housing and Urban Development and (HUD) public housing programs.  
  • 2+ years with the Rental Assistance Demonstration (RAD) program. 
  • Demonstrated experience in real estate transactions with understanding of real estate financials and operating performance. 
  • Excellent problem-solving and analytical skills. 
  • Demonstrated advanced communication and project management skills.  
  • Proficiency in Microsoft Suite, particularly Excel.  
  • Commitment to continuous learning to stay current regarding applicable repositioning and financing strategies. 
  • Display sense of urgency and commitment to quality and the timely completion of duties. 

 Preferred: 

  • Experience with affordable housing funding sources, including LIHTC and FHA. 
  • Exceptional client service skills.  
  • Comprehensive knowledge of HUD voucher programs.
