Job Description

Assist RECS Program Manager in coordinating and executing multiple projects for the Agency, and other public entities.  Perform facility and infrastructure development work, and construction management, including reviewing, certifying, and authorizing professional and licensed architects, engineers and contractors on a variety of projects involving facility construction, building demolition, public street and utility improvements, and other types of projects as assigned.

Agency Management

Shares responsibilities for implementing Agency-wide objectives and directives through programs and practices which reflect the Vision Statement and the SHRA in-house cultural objectives. Responsible for supporting a “one agency” perspective while acting as advocates for their work units and supports the Executive Team as they:·    

Implement organization-wide goals and cross department projects and objectives.

Offer input and feedback to long range, strategic and budget planning processes. 

Maintain both a department and an organization-wide perspective when considering information, issues and challenges.

Model the Agency’s service orientation with all public, elected or funding agency representatives.

Conduct business through cross department participation and review, two way communication and accountability.


Assist RECS Program Manager in coordinating with City and County staff and Utility Companies, including, but not limited to: Public Works, Building Departments, Planning and Design Review, SMUD, PG&E, and Fire Departments.

Confer with design professionals, general contractors, building inspectors, internal staff and stakeholders.

Attend Project OAC meetings, write meeting minutes and follow up on assigned tasks.  

Maintain constant and effective communications with internal and external stakeholders.

Assist senior management in explaining and interpreting construction problems and proposals to Agency staff, City and County officials, other agencies, stakeholders and the public.

Coordinate project delivery activities with other Agency departments, City and County officials, other agencies, stakeholders and the public.


Assist Program Manager in preparing plans, specifications and cost estimates.

Assist in deciding consultants’ scope of work.

Maintain project development schedule and track progress of tasks.

Consult with local Planning and Building departments on projects and processes.

Coordinate work of consultants, including assigning work and setting deadlines.

Feasibility Study & Project Conception

Meet with facility managers and users to discuss needs, site analysis and preliminary design drawings.

Assess scope of work for cost effectiveness.

Review as-built drawings and assist in developing project scope.

Project Design Management

Assist Program Manager in developing scope of work. Work with facility managers and consultants to determine the scope of development for each project. 

Assist Program Manager in managing and coordinating with design professionals.

Review design deliverables and assist in redlining drawings.  

Work with Architects and consultants to obtain project approvals from local planning and building departments.

Assist in obtaining building permits.

Construction Management

Assist Program Manager in managing all Transmittals, Submittals, RFIs, Change Requests and Work Breakdown Structures.  

Assist Program Manager in managing projects, subcontracts, suppliers and inspectors to meet construction deadlines. 

Prepare, maintain, coordinate and distribute all project specific documents.

Maintain project logs.

Solicit bids and collect proposals on behalf of the Agency. 

Work with the building department, HQS and contractors to pass inspections.  

Coordinate with local fire, air quality, waste management and other agencies to ensure construction project meets local regulations. 

Conduct site inspections to evaluate construction work in progress and take action on noncompliance issues and / or delays. 

Record issues and submit them into issue log.

Track project costs and critical path. Maintain project cost database. 

Resolve construction problems at job site. 

Respond to construction warranty issues and oversee repair work. 

Perform close-out inspections. 


Bachelor’s degree in civil engineering, construction management, or related field is required. 

Minimum of three (3) years of construction experience.

Thorough understanding of plans and specifications, cost and schedule.

Field experience (Field Engineer, Project Engineer or Assistant Superintendent).

Advanced knowledge of MS Project, Bluebeam, AutoCAD and a project management software.
