The City of Portland Housing Bureau (PHB) is seeking a Capital Project Manager II (CPM). Since 2009, the Portland Housing Bureau (PHB) has worked toward a vision that “all Portlanders can find affordable homes…and have equitable access to housing.” To that end, we are charged with developing citywide housing policy, delivering programs that increase the supply of affordable housing and promote stable homeownership, and administering a broad range of federal and local resources.
The Capital Projects Manager (CPM) is part of PHB’s Housing Investment and Portfolio Preservation (HIPP) team, which encompasses PHB-owned real estate assets, homeownership and rental housing, to achieve the goal of increasing and preserving the number of housing units affordable to low and moderate-income households. Responsibilities include: recommending work assignments across SCCs to ensure achievement of goals, timing and PHB objectives across all funded projects; representing the City’s interests in the master planning and/or redevelopment strategies for PHB’s owned assets; assisting development partners in the identification and management of construction risks and costs; monitor project schedules and budgets; oversee land leases; and other duties.
