Our Section 8 Department is seeking a passionate and committed candidate to join our team as a Deputy Director. The incumbent will serve as the right hand person to our Director, acting as a community leader and liaison to our stakeholders. Characteristics of Class: Under general direction from the Section 8 Director and Executive team, the Deputy Director of Section 8 performs complex professional work related to the planning, developing, implementing, managing, directing and overall coordination of activities and operations related to the Housing Authority’s Section 8 Rent Subsidized Program. The incumbent will oversee a team of professional staff, provide multifaceted support to ensure that program goals and objectives are met and new initiatives are successfully adopted and launched. The incumbent will be a strategical partner to the Director and represent the Housing Authority of the City of Los Angeles in the absence of the Director.

Essential responsibilities and duties may include, but are not limited to, the following:
- Assesses the effectiveness of the programs and services of the department by collecting data and qualitative feedback on impact of the programs and services;
- Develops and formulates reports based on qualitative and quantitative data in order to make recommendations, implement appropriate changes, and/or takes corrective action related to customer service, process efficiencies and technology adoption;
- Directs and manages a team of Assistant Directors and other professional staff in the overall administration of the Section 8 Rent Subsidized Program.
- Acts for the Director of Section 8 during absences and as assigned; plans, organizes, manages and directs the activities and operations of the department;
- Participates in the development and implementation of departmental goals, objectives, policies and procedures; monitors department progress towards meeting goals and objectives;
- Oversee and supervises the work of the department including setting work priorities, analyzing and determining methods and procedures to be used, resolving problems and selecting alternatives;
- Supervises and directs a variety of staff activities including hiring, performance evaluations, training, and disciplinary actions; responsible for the work standards and performances of subordinate staff;
- Oversees and manages department-wide training programs, workshops and programmatic education to ensure department wide growth and development; establishes and implements improvements where necessary;.
- Consults with and assists various Housing Authority officials and agency representatives in the resolution of complex problems and provides technical advice to professional and administrative staff within the department;
- Conducts and oversees performance analysis of programs and services;
- Prepares and monitors budget expenditures and projected revenues and adjusts as necessary; directs and performs special research projects;
- Attends, participates and presents at meetings with program partners, key stakeholders, Board of Commissioners, public agencies, elected officials, industry groups and HUD;
- Demonstrates professional expertise by engaging with and obtaining optimal cooperation from others to achieve departmental goals and objectives; builds and maintains effective working relationships;
- Performs other related duties as assigned and required.
Knowledge, Skills, and Abilities: Strong knowledge of HUD regulations and technical guidelines pertaining to the Section 8 Rent Subsidized Program; comprehensive knowledge of the principles and practices of public administration, housing authority operations, procedures and policies; knowledge of management principals and techniques, administrative practices including budget and fiscal controls, management information systems and performance management, supervision and training; applicable sections of federal, state and local codes and laws. Ability to work independently with little direction; establish and maintain effective working relationships with others; meet schedules and timelines; plan, develop and direct programs; train, supervise and evaluate personnel; research data and prepare reports; interpret, apply and explain laws, codes, regulations, policies and procedures; analyze situations accurately and adopt an effective course of action; ability to coordinate, manage and direct varied activities; ability to concisely present ideas clearly and effectively; skill and ability to communicate effectively both orally and in writing; ability to meet with, explain, interpret, persuade and enlist the cooperation of others.
Experience: Minimum seven years of increasingly responsible experience in the oversight of a large Section 8/Housing Choice Voucher or similar federal rental subsidy program; and at least five years managing large teams including administrative, professional, and managerial staff. Demonstrated experience of successful new system and process implementations. Experience working with principals and senior level officials.
Education: A Bachelor’s degree from an accredited college or university with major course work in public or business administration and/or related field.
