Portland Maine is Longfellow’s “City by the Sea” jutting into the island-studded Casco Bay and Atlantic Ocean. The city has maintained much of its 19th century architecture, landmarks and charm while ranking as a highly progressive city in the “best of” listings for factors such as entrepreneurism, cuisine, the arts, and adventure. Portland is the largest city in the State of Maine. The Portland (ME) Housing Authority is seeking a highly qualified candidate to lead and manage the agency’s budget of $30 million and portfolio that includes; 1947 housing choice vouchers, 996 public housing units, and 229 units of tax credit and other private housing. The PHA is governed by a seven-member Board of Commissioners and employs a staff of 70. The PHA is a standard performer under the PHAS (87) and a high performer under the SEMAP (100) rating systems. Portland Housing Authority is a progressive agency, fully involved in the development of new affordable housing, meeting community needs, and is in the initial stages of a portfolio transition of its public housing to RAD.
The successful candidate should have a minimum of eight (8) years of progressively responsible experience with a public housing authority, non-profit housing organization, or a private housing management firm. Additionally, the candidate should have completed a Master’s degree preferably in business administration, public administration, public finance, urban planning, public policy, urban studies or a closely related field. However, candidates with exceptional academic or experience backgrounds that compensate for an academic or experience deficiency may still be considered at the discretion of the PHA Board of Commissioners. Candidates must have, or commit to obtaining within one year, the NAHRO Certified Management Executive Certification or within two years the PHADA Executive Director Education Program. Finalists will be required to provide academic and work history. The consultant will complete criminal and credit history background checks.
It is expected that the selected candidate will have the leadership, management, technical and interpersonal knowledge, skills and abilities to be a high-performing Executive Director of the PHA. Compensation for the position is dependent on the qualifications and experience of the chosen candidate. It is preferred that the selected Executive Director will establish residency in the City of Portland. PHA is an equal opportunity employer.
